Step 1. Type your text.I’m using font Fortuna Dot
Step 2. Duplicate the text layer (ctrl+j)
Step 3. Make the original text layer active by clicking on it.
Step 4. Then go to Filter >> Blur >> Motion Blur ,it will ask you to raterize the layer ,press Ok and match the settings :
Step 5. Duplicate the current layer & set it to Soft Light :
